With reference to your letter of the 31st of August

laet, transmitting a copy of an Ordinance passed by the

Legislature of Hong Kong to amend the law relating to

the Post Office, I am directed by the Postmaster General

to acquaint you, for the information of the Secretary of

State for the Colonies, that under the provisions of

Article 34 8 3 of the Postal Union Convention of

Stockholm letters may not, in the international service,

contain any letter, note or document addressed to s

person other than the addresses or a person living with

him.

As both Hong Kong and China are parties to the

Convention in question, it is presumed that the

arrangements regarding "clubbed paskets" exchanged with

China are the subject of mutual agreement with the

Chinese Post Office.
